CITY COUNCIL MINUTES
SEPTEMBER 19, 2016 – 7:30 PM
SPRING PARK CITY HALL
1. CALL TO ORDER - The meeting was called to order by Mayor Williamson at 7:33 p.m.
2. ROLL CALL
Council Members Bruce Williamson, Mayor; Shirley Bren; Gary Hughes; Megan Pavot;
Present: and Pamela Horton.
Staff Present: Dan Tolsma, City Administrator and Theresa Schyma, City Clerk.
Others Present: Michael E. Mason, resident.
3. INTRODUCTIONS - Mayor Williamson introduced the City Council and staff to the public.
4. PLEDGE OF ALLEGIANCE - Mayor Williamson led the audience in the Pledge of Allegiance.
5. ADOPT AGENDA
M/Hughes, S/Bren to adopt the agenda.
Motion carried 5-0.
6. ADOPT CONSENT AGENDA
a. City Council Regular Meeting Minutes from September 6, 2016
M/Bren, S/Horton to approve the Consent Agenda.
Motion carried 5-0.
7. PUBLIC FORUM – None.
8. PRESENTATIONS & GUEST SPEAKERS – None.
9. PETITIONS, REQUESTS & APPLICATIONS – None.
10. ORDINANCES & RESOLUTIONS
a. Resolution 16-14: A Resolution Decertifying TIF District 1-2
City Administrator Tolsma reviewed the process and reasoning for decertifying TIF District 1-2.
M/Williamson, S/Hughes that the following resolution be adopted and that it be made part of these minutes:

RESOLUTION DECERTIFYING TAX INCREMENT FINANCING DISTRICT NO. 1-2
OF THE CITY OF SPRING PARK
Motion carried 5-0. This resolution appears as Resolution No. 16-14.
11. REPORTS OF OFFICERS & COMMITTEES
a. Mayor and Council - Mayor Williamson provided an update on the most recent Gillespie Board Meeting. He also discussed the possibility of a new brewery/taproom in Spring Park and the ordinance changes that would need to be made prior to any brewery opening in the city.
Council Member Hughes announced that the new Executive Director of the Lake Minnetonka Conservation District (LMCD) has started and is working out well.
Council Member Bren commented on the success of Navarre’s Community Festival and would like to see a community festival in Spring Park sometime in the near future.
b. City Administrator
1. 2017 Budget & Preliminary Levy
City Administrator Tolsma reviewed the 2017 levy and budget process as well as the proposed timeline.
Mayor Williamson commented on the 2017 proposed levy increases in nearby communities.
M/Williamson, S/Bren to adopt the 2017 preliminary tax levy of 1.9%.
Motion carried 5-0.

12. UPCOMING MEETINGS & TRAINING
a. September 26 – Heart Safe Training – 6:00 PM (Work Session to follow)
