OCTOBER 3, 2016 – 7:30 PM
SPRING PARK CITY HALL
1. CALL TO ORDER - The meeting was called to order by Mayor Williamson at 7:30 p.m.
2. ROLL CALL
Council Members Bruce Williamson, Mayor; Shirley Bren; Gary Hughes; Megan Pavot;
Present: and Pamela Horton.
Staff Present: Dan Tolsma, City Administrator and Theresa Schyma, City Clerk.
Others Present: Catherine Kane Palen, resident; and Michael E. Mason, resident.
3. INTRODUCTIONS - Mayor Williamson introduced the City Council and staff to the public.
4. PLEDGE OF ALLEGIANCE - Mayor Williamson led the audience in the Pledge of Allegiance.
5. ADOPT AGENDA
M/Hughes, S/Bren to adopt the agenda.
Motion carried 5-0.
6. ADOPT CONSENT AGENDA
a. City Council Regular Meeting Minutes from September 19, 2016
b. City Council Work Session Minutes from September 26, 2016
M/Horton, S/Pavot to approve the Consent Agenda.

City Clerk Schyma presented a summary report of election judge staffing for the November 8, 2016 General Election.

11. REPORTS OF OFFICERS & COMMITTEES
a. Mayor and Council - Council Member Hughes provided a summary of the activities for the 2016 LMCD “Save the Lake” Summer Deputy Grant position. He stated that a special deputy position was created to patrol Lake Minnetonka. The dedicated position was paid for by grant money and not by taxpayer dollars. The deputy had an extremely busy and worthwhile summer patrolling the water to help keep Lake Minnetonka safe. The “Save the Lake” grant money was well spent on public safety.
b. City Administrator
1. Reschedule Nov. 7th council meeting to Nov. 14th
M/Bren, S/Horton to reschedule the November 7 City Council meeting to November 14.
Motion carried 5-0.
City Administrator Tolsma announced that beginning on Tuesday, October 4 the City of Orono will start supplying the City of Spring Park with water for approximately two to three weeks due to construction on the City's water plant. There will be no interruption in service, but residents may want to bypass or adjust your water softener level, as the City of Orono pre-softens their water. The City's website will be updated frequently between October 15 and October 25 to notify residents when the City switches back to its regular water supply.
Council Member Pavot questioned if apartment complexes were notified.
City Administrator Tolsma responded that he will contact all apartment complexes within the City.

City Administrator Tolsma distributed an invitation to the Lake Minnetonka Conservation District (LMCD) Gathering and Discussion on October 13, 2016 at 3:30 p.m. The LMCD would like to invite the City Council to come and meet the new Executive Director, Vickie Schleuning, and to participate in a discussion about future plans and initiatives of the LMCD.
