CITY COUNCIL MINUTES
NOVEMBER 14, 2016 – 7:30 PM
SPRING PARK CITY HALL

1. CALL TO ORDER - The meeting was called to order by Mayor Williamson at 7:30 p.m.

2. ROLL CALL

Council Members Bruce Williamson, Mayor; Shirley Bren; Gary Hughes; Megan Pavot;
Present: and Pamela Horton.

Staff Present: Dan Tolsma, City Administrator; Nancy Beck, City Attorney; and Theresa Schyma, City Clerk.

Others Present: Catherine Kane Palen, Council Member-Elect; Jerry Rockvam, Mayor-Elect; and Michael E. Mason, resident.

3. INTRODUCTIONS - Mayor Williamson introduced the City Council and staff to the public.

4. PLEDGE OF ALLEGIANCE - Mayor Williamson led the audience in the Pledge of Allegiance.

5. ADOPT AGENDA

M/Hughes, S/Bren to adopt the agenda.

Motion carried 5-0.

6. ADOPT CONSENT AGENDA
a. City Council Regular Meeting Minutes from October 17, 2016
b. City Council Work Session Minutes from October 24, 2016

M/Horton, S/Pavot to approve the Consent Agenda.

Motion carried 5-0.

7. PUBLIC FORUM – None.

8. PRESENTATIONS & GUEST SPEAKERS – None.

9. PETITIONS, REQUESTS & APPLICATIONS – None.

10. ORDINANCES & RESOLUTIONS
a. Resolution 16-19: A Resolution To Canvass The General Election Results – City Clerk Schyma presented a summary report of the General Election of the City of Spring Park on November 8, 2016.

Mayor Williamson extended appreciation to all election judges and staff for their hard work on November 8.

M/Hughes, S/Bren that the following resolution be adopted and that it be made part of these minutes:

RESOLUTION DETERMINING RESULTS OF THE GENERAL ELECTION OF
THE CITY OF SPRING PARK HELD ON TUESDAY, NOVEMBER 8, 2016

Motion carried 5-0. This resolution appears as Resolution No. 16-19.

11. REPORTS OF OFFICERS & COMMITTEES
a. Mayor and Council – Mayor Williamson provided an update from the most recent Gillespie Board Meeting and announced the following events:

• Santa’s Hidden Treasures Kids Shopping Event on December 10
• 22nd Annual Gillespie Holiday Boutique on Fridays through Sundays from November 25 - December 4

Council Member Hughes provided details of a recent joint meeting with four area fire departments regarding a consultant’s analysis and outlook of the next three to five years. He stated the main issue of focus will be standardizing firefighter training in the area.

Council Member Hughes provided an update from the most recent Lake Minnetonka Conservation District (LMCD) meeting.

Council Member Pavot expressed her thanks to all election judges and staff for their hard work on November 8 and also for the extra hours and different options that voters had if they wanted to cast their ballot prior to Election Day.

Council Member Horton announced that American Legion Post 398 in Mound and the Westonka Food Shelf are teaming up to offer a free Thanksgiving dinner on November 24 for veterans and area residents in need.

b. City Administrator
1. Comprehensive Plan Assistance Grant Agreement – Mayor Williamson and City Administrator Tolsma updated the City Council on the $10,000 grant received from the Metropolitan Council for assistance with updating the City’s Comprehensive Plan.

M/Bren, S/Horton to approve the Local Planning Assistance Grant Agreement with the Metropolitan Council in the amount of $10,000

Motion carried 5-0.

d. City Planner– No report.
e. City Attorney– No report.
f. Public Works– No report.

12. UPCOMING MEETINGS & TRAINING
a. November 16 – Personnel Committee – 3:00 PM
b. November 21 – Regular Council Meeting – 7:30 PM (TBD – Cancel or Combine with 28th Work Session?)
c. November 23 – LMCD – 6:00 PM
d. November 28 – Work Session Meeting – 7:00 PM

City Administrator Tolsma provided an update on upcoming meeting agenda items.

M/Hughes, S/Bren to cancel the regularly scheduled City Council meeting of November 21 and move any items to the City Council work session scheduled for November 28.

Motion carried 5-0.

13. UNFINISHED BUSINESS– None.

14. NEW BUSINESS & COMMUNICATION
a. Bills & Payroll

M/Horton, S/Pavot to approve the bills & payroll.

Motion carried 5-0.

15. MISCELLANEOUS (Information Only)
a. MFD October Report
b. PeopleService O&M Report – City Administrator Tolsma provided more detail on the first full O&M monthly report from PeopleService since their contract began in September.

Council Member Pavot questioned if the report could be broken down by lift stations.

City Administrator Tolsma responded that he believed the report could be altered but he will ask PeopleService. He further stated that the Council should let him know of any other information they would like included on future reports.
