Dear Spring Park Resident:
Recently City staff met with the Minnesota Pollution Control Agency (MPCA) and the Minnesota Department of Health (MDH) and a four phase approach was developed which provides both the short and long term measures to reduce TCE levels in the Spring Park Municipal Water System.
Phase 1 - short term measures that the City can utilize to reduce TCE levels until a long-term solution can be put into place. The City has already begun Phase 1 by adjusting the pumping schedule of the three City wells so that well #3, which has no detectable levels of TCE, is providing the majority of water for the system. The City is also working with Mound and Orono about the possibility of Spring Park purchasing water from them as needed until a long-term solution can be implemented.
Phase 2 - request for “superfund” designation for the City’s water system, thereby making financial assistance from the State available to cover the cost of planning and constructing a permanent treatment system that will remove TCE from the City’s water system. A determination should be made by September 2014 whether or not Spring Park will be designated as a superfund site.
Phase 3 - timeline for completion of the design of the new treatment system referenced in Phase 2 (June 2015), with construction anticipated to take place by or before June 2016.
Phase 4 - continuing investigation by the MPCA to identify a source for the TCE in Spring Park. The MPCA’s report on their investigation into the source of the TCE can be found on the City’s website under the “Water Quality” tab by clicking on the “MPCA Source Point Investigation Report” link.
Additional information related to the City’s water quality, including the most recent TCE level, can be found under the “Water Quality” tab on the home page of the City’s website (www.ci.spring-park.mn.us).
