CITY COUNCIL MINUTES
APRIL 5, 2021 – 7:00 PM
SPRING PARK CITY HALL
1. CALL TO ORDER
The following Council Members were present: Jerome P. Rockvam, Mark Chase, Jeff Hoffman, Pamela Horton, and Gary Hughes. Mayor Rockvam chaired the meeting.
2. PLEDGE OF ALLEGIANCE
Rockvam led the audience in the Pledge of Allegiance.
3. ADOPT MEETING AGENDA
Council Member Hughes motioned, being seconded by Council Member Horton to approve the agenda as presented. On vote being taken, the motion was unanimously approved.
4. ADOPT CONSENT AGENDA
Council Member Horton motioned, being seconded by Council Member Hoffman to approve:
a. Approve City Council Work Session Meeting Minutes from March 15, 2021
b. Approve Regular City Council Meeting Minutes from March 15, 2021
c. Approve Special City Council Work Session Meeting Minutes from March 23, 2021
On vote being taken, the motion was unanimously approved.
5. PUBLIC FORUM - none
6. PRESENTATIONS & GUEST SPEAKERS
a. Hennepin County Sheriff David Hutchinson & Lieutenant Bill Gottwaldt
Sheriff Hutchinson thanked the Council for inviting him and thanked the Orono Chief of Police and staff for their work in the City of Spring Park. Hutchinson reported on the work being done in the Sheriff’s office this past year and moving forward. He reported on staff, equipment, trainings, and up-coming events. He discussed the unrest in Minneapolis, his stance and backup resources.
Hughes inquired about wake boats and water safety on Lake Minnetonka. Gottwaldt stated he works closely with Lake Minnetonka Conservation District regarding issues with wake boats. If legislation goes through regarding wake boats, they will enforce the laws. Hughes asked about the 150 feet dis-tance between boats and having issues with that. Gottwaldt stated all issues should be called in and a deputy will be sent out. Hutchinson stated marine owners and residents should call with complaints. Staffing available to handle complaints was also reviewed. Rockvam stated Hennepin County Water Patrol does a great job.
Chase asked if they saw anything on the lake that they wished the LMCD would implement or change. Gottwaldt stated that there a lot of different opinions, so they look at calls for service at specific loca-tions and give input. Hutchinson stated he would like to see more staff and resources, so anything the Council could advocate for would be helpful.

8. PETITIONS, REQUESTS, & APPLICATIONS
a. Lord Fletcher’s Restaurant 2021 Live Music Permit
Tolsma stated the live events are tentative but they are planning to move forward. He handed out draft conditions but there have not been any changes. They are planning on having more music during the earlier hours so hopefully that will make it easier for neighboring properties. There will also be more acoustic sets rather than rock. They are hopeful to get back to a normal summer. Tolsma re-viewed how noise complaints are handled and staff sees no reason not to approve. Discussion was had on decibel (dB) measurements and testing.
Council Member Horton motioned, being seconded by Council Member Chase to approve the Lord Fletcher's Restaurant 2021 Live Music Permit. On vote being taken, the motion was unanimously approved.

10. REPORTS OF OFFICERS AND COMMITTEES
a. Mayor & Council – none
Hoffman asked about addressing the landing on sunset and how we are going to proceed. Tolsma stat-ed he has a meeting next week on site to get the best available options. He should have something to report the next meeting or the first meeting in May. Hoffman will attend that meeting with Tolsma to review options.
Chase reported he attended the Orono Police Commission meeting and stated they are adding a social worker program at no cost to the city. A social worker will follow up with repeat calls involving some-one that might be dealing with mental illness. They are in a one-year trial period of the program and Chase will report back after the trial period.

12. CLAIMS FOR PAYMENT
a. April 5, 2021 Claims
Council Member Hughes motioned, being seconded by Council Member Chase to approve claims for payment that have been submitted. On vote being taken, the motion was unanimously approved.
13. UPCOMING MEETINGS & TRAINING
a. April 8 – LMCC – 7:00 PM
b. April 14 – LMCD Work Session followed by Regular Meeting – 6:00 PM
c. April 14 – Planning Commission Meeting – 6:00 PM
d. April 19 – City Council Work Session – 5:00 PM
Tolsma asked to move the meeting to 5pm to give more time for the public works discussion.
e. April 19 – Regular City Council Meeting – 7:00 PM
14. MISCELLANEOUS (INFORMATION ONLY)
Tolsma stated that Council can tour Orono public works facilities if interested. They can call the City Administrator 24 hours in advance and he will give tours.
15. ADJOURNMENT
There being no further discussion, Horton motioned, being seconded by Chase to adjourn the meeting at 7:37 p.m. On vote being taken, the motion was unanimously approved.
