PLANNING COMMISSION MINUTES
JANUARY 17, 2018 – 5:45 PM
SPRING PARK CITY HALL
1. CALL TO ORDER - The meeting was called to order by Chair Hoffman at 6:04 p.m.
2. PLEDGE OF ALLEGIANCE – Chair Hoffman led the audience in the Pledge of Allegiance.
3. ROLL CALL
Planning Commissioners Present: Jeff Hoffman, Chair, Bruce Homan, Michael Mason, and Pete Kaczanowski.
Planning Commissioners Absent: Max Avalos
Staff Present: Al Brixius, City Planner; and Theresa Schyma, City Clerk.
Others Present: Catherine Kane Palen, City Council Member/Planning Commission Ex-Officio and Pam Horton, City Council Member/Planning Commission Ex-Officio-Alternate
4. ADOPT AGENDA
M/Mason, S/Kaczanowski to approve the agenda.
Motion carried 4-0.
5. APPROVAL OF MINUTES
a. Planning Commission Meeting Minutes from October 11, 2017
M/Mason, S/Homan to approve the minutes.
Motion carried 4-0.
6. CONSIDERATION/DISCUSSION ITEMS
a. Commercial Outdoor Storage Introduction - City Planner Brixius explained that the City Council has requested the Planning Commission review the commercial outdoor storage ordinance and recommend changes in 2018.
Commissioner Mason requested a full history of the ordinance, including review of the legal files and stumbling blocks that occurred in regards to lack of enforcement, be presented with the updated materials regarding commercial outdoor storage.
City Planner Brixius responded that a full history of the ordinance will be presented as part of the process.
City Council Member/Planning Commission Ex-Officio Kane Palen stated that the City Council would like to have a new ordinance completed in 2018.
7. COMMUNICATIONS – None.
8. MISCELLANEOUS
Commissioner Mason discussed the special committee that was formed with Council Members Hughes and Pavot to review playground improvements at the City’s parks. He stated that the Planning Commission is the Parks Board; and therefore, Council Members Hughes and Pavot should present their ideas to the commission before any decisions are made.
City Council Member/Planning Commission Ex-Officio Kane Palen responded that the City Council identified the City’s playgrounds as an important issue at their 2017 goal setting work session and that is how the special committee was formed. She added that the Council values the opinion of the Planning Commission and if more input is necessary in 2018 then the Council could ask the Planning Commission for their input to help the project move forward.
City Clerk Schyma requested feedback from the commissioners regarding changing the date of the regularly scheduled meeting on February 14, 2018 meeting.
The Planning Commission consensus was to move the February Planning Commission meeting to February 21, 2018.
9. ADJOURNMENT
M/Mason, S/Homan adjourn the Planning Commission Meeting at 6:16 p.m.
